Mr. Arthur R.M. Becker, MA Cand in International Development (AMEU), B.Sc. Economics and Business Management (Magna Cum Laude, AMEU), holds additional postgraduate certificates in Public Policy and Leadership (Walden University), International Human Rights Law (JAGILS), and Climate Law and Governance (La Fundacion, Madrid), as well as advanced training in African Civic Engagement (University of Georgia) and Post-graduate Diploma Environmental Leadership (University of California, Berkeley).
He is a Liberian environment and climate change expert with broad experience in project management, sustainable development, youth empowerment, and climate communications. Arthur currently serves as Director of the Department of Multilateral Environmental Agreements at the Environmental Protection Agency of Liberia, where he provides leadership in domesticating international environmental treaties to which Liberia is a party.
Previously, he served as Project Officer for the same department and as Liberia’s national focal point for key initiatives, including the Capacity Building Initiative for Transparency (CBIT), the Partnership on Transparency in the Paris Agreement, and the Global Fuel Economy Initiative. He leads the transport sector in implementing Liberia’s Nationally Determined Contributions (NDCs) and serves as technical lead on climate MRV (measurement, reporting, and verification). He is also the National Focal Point for Liberia’s National Adaptation Plans (NAPs) and a Senior Climate Change Negotiator for Liberia.
Arthur is a 2025 Fellow of the Africa Climate Academy and a 2024 participant in the Climate Law and Governance Programme at the University of ADA in Baku, Azerbaijan. He has contributed significantly to the development and implementation of Liberia’s climate change policies, plans, and strategies, and has participated in numerous national and international trainings on topics including climate justice, environmental law, human rights, diplomacy, and sustainable development.
