International Law on Climate Change: Ambition, Interlinkages & Engagement Conference

29 – 30 October 2021 Cambridge, UK

The Paris Agreement & accompanying Katowice outcomes in December 2018 at the UNFCCC COP24 – chart a new course in the global effort to address climate change. Together, these instruments seek to mobilize nations towards making progressively more ambitious contributions to the global response to climate change by developing specific domestic measures (including but not limited to laws, regulations, strategies & plans) to limit or reduce emissions & adapt to the effects of climate change on local, regional & global levels. One of the key features of the Katowice Outcome Decisions is an increased focus on implementation, as exemplified by the Enhanced Transparency Framework, further guidance on countries’ Nationally Determined Contributions (NDCs) & the Adaptation Communications.

Implementation has proven to be a challenge across the globe. At COP25 in Madrid, Spain, Parties re-emphasised the urgent need to address the significant gap between current levels of ambition & the Paris Agreement goals of limiting warming to 1.5C or well-below 2C. COP26 in November 2021 in Glasgow, UK, will present a crucial opportunity for remaining issues of Paris Agreement implementation to be discussed & finalized. Exploring interlinkages between the climate regime & other international legal frameworks & engaging the broadest possible array of partners from across different sectors will be vital if the objectives of the Paris Agreement are to be achieved.

The International Law on Climate Change: Ambition, Interlinkages & Engagement Symposium, which will take place in Cambridge in the leadup to COP26, will feature expert panel presentations by leading practitioners, researchers & academics in the areas of law, climate change, politics & land economy & beyond.

The Symposium will focus on the following five themes, drawn from the themes for Climate Law & Governance Day 2019 & key issues emerging from COP25 negotiations:

  1. Advancing Paris Agreement Innovations – Progress & opportunities in transparency, markets & non-market instruments, finance, loss & damage, compliance & safeguard mechanisms.
  2. Scaling-up Climate Legal Frameworks for Action – Effective climate governance, industry-wide GHG mitigation standards, rights-based approaches, human mobility & climate justice litigation.
  3. Designing International Interlinkages & Engagement – Climate change in regimes on maritime governance, biodiversity, ozone, civil aviation, trade, investment, human rights, peace & security.
  4. Scaling up Nature-Based Solutions for Mitigation & Resilience – Legal & governance frameworks for adaptation & resilience, conservation & sustainable use of terrestrial & marine & ocean ecosystems, promotion of sustainable development.
  5. Incentivizing Carbon Neutral & Negative Ambition – Policies & legislation for rapid decarbonisation, measures to incentivize carbon-negative technologies at all levels.
