In June 2019, after two decades and 38 rounds of negotiation, the European Union and Mercosur States reached an agreement in principle for a new comprehensive trade agreement. This new report from the CISDL, funded by the European Climate Foundation, examines the agreement’s draft text with respect to its treatment of environmental protection and climate change, drawing from a comprehensive comparative analysis of other trade agreements recently concluded by EU and Mercosur member states. Informed by input from a broad community of practice comprised of experts, practitioners, academics, and key stakeholders convened from across the Party states, the report proposes 42 innovative amendments designed to strengthen the agreement’s commitment to sustainable development through potential revisions within the legal scrubbing process, or upon renegotiation among the Parties.
