Adv. Matthew Carvalho

Adv. Matthew Carvalho, J.D. Candidate (Georgetown) is the first official youth delegate of the United States to the World Health Assembly and a student researcher at Georgetown University. Specializing in law and diplomacy for planetary health, he has held several positions in global health governance, including at the Office of Global Affairs, U.S. Department of Health and Human Services.

He was the inaugural Policy Fellow at the Planetary Health Alliance (Johns Hopkins University) and now serves as a Joint Research Fellow between the O’Neill Institute for National and Global Health Law at Georgetown University Law Center and the Sunway Centre for Planetary Health at Sunway University in Malaysia.

Matthew has participated in high-level multilateral processes, including delegations to the Working Group on the International Health Regulations, the Intergovernmental Negotiating Body on a new pandemic preparedness instrument, and the UN Intergovernmental Conference on Marine Biodiversity Beyond National Jurisdiction.

He also co-founded the Global Health Governance as Public Service (GHGAPS) programme, which trains students in global health and diplomacy and leads annual delegations to the World Health Assembly in Geneva, Switzerland.
