Adv. Railla Veronica Puno, LL.M. Global Environmental Law (Pace), J.D. (Philippines), B.Sc. Psychology (AdMU) is Strategic Initiatives Manager for JADE Dialogues. Previously, she was Associate Lead for the Climate Change Law and Policy team at the Centre for International Law, National University of Singapore. She has over 10 years of experience in producing research on international environmental and climate change law and policy, working with governments, think tanks, multilateral organizations, and civil society.

Railla has attended climate conferences in various capacities, including as negotiator and legal adviser for the Philippine government, and as Policy Coordinator for Climate Action Network, co-lead of the ENGO constituency. She previously served as Legal Services Division Chief at the Climate Change Commission of the Philippines, where she oversaw the national process for signing and ratifying the Paris Agreement. Her research interests include emerging areas of international environmental law and the intersections of climate change law with other branches of public international law. She has conducted extensive research on climate justice, coastal and marine conservation, human rights and the environment, and the Sustainable Development Goals.
