Judge Kathy-Ann Brown

Dr. Kathy-Ann Brown is a Judge of the International Tribunal for the Law of the Sea. She is a
former Permanent Representative of Jamaica to the International Seabed Authority, and Deputy
Solicitor General of Jamaica with responsibility for International Legal Affairs. She has also
served as the Chief Technical Adviser to the Prime Minister of Jamaica. Through her work with
the Caribbean Regional Negotiating Machinery, the African, Caribbean and Pacific Secretariat
and the Commonwealth Secretariat, she provided technical assistance to vulnerable developing
countries for several years. She has led and otherwise assisted in the negotiation and
implementation of various bilateral, regional and international agreements addressing developing
countries’ sustainable development needs, particularly in the trade, maritime and environmental
fields. She has been a university lecturer in the law of the sea, trade and economic development
law, and has undertaken substantial research and published papers addressing the particular
needs of vulnerable developing countries.
In 2019, in recognition of her significant contributions to international law, Judge Brown was
inducted into the Hall of Eminent International Caribbean Jurists. In 2024, she was named one of
the global laureates of the International Justice Award in honour of His Excellency Judge CG
Weeramantry.
