Lelyzaveta (Liza) Badanova is a PhD Researcher at the Department of Law of the European University Institute. Her PhD research proposes a novel theoretical framework to analyse the international governance of financing for the environment and empirically testing this framework using the case of green energy finance in the activities of Green Climate Fund and EBRD. Her other interests include energy law, policy and regulation in the global and European context. She has more than 10 years of hands-on experience in drafting and implementing legal acts governing gas and electricity markets based on the EU law, first in the the largest Ukrainian energy company Naftogaz of Ukraine and later as a senior consultant for Ukraine’s ministries of energy and economy. She helped develop the first National Energy and Climate Plan for Ukraine adopted by the Government of Ukraine in June 2024 and also teaches energy law and policy courses at two Ukrainian universities (National University Kyiv-Mohyla Academy and Ukrainian Catholic University), the Kyiv School of Energy Policy and the ESCP Business School.
